Course overview

Virtual assets broke a set of assumptions that anti-money laundering rules were built on. Value moves without an intermediary, wallets are pseudonymous, and a counterparty may sit in a jurisdiction with no equivalent regime. The international response has been to extend existing obligations rather than invent new ones — which leaves firms to work out how familiar duties apply to unfamiliar rails.

This course covers the international baseline first: FATF Recommendation 15, the definition of a virtual asset service provider, and the Travel Rule obligation to pass originator and beneficiary information alongside a transfer.

It then turns to Hong Kong, where virtual asset trading platforms are licensed under both the Securities and Futures Ordinance and the AMLO. The final section is operational: risk-based customer due diligence and enhanced due diligence for virtual assets, blockchain analytics and wallet screening, sanctions exposure, and suspicious transaction reporting where the underlying activity is on-chain.
